Preparation method:
Finely chop one medium-sized onion, the celery and the basil. Season with salt and pepper. Cut the other onion, the tomatoes and the peppers into fairly thin slices. Put a little oil in a large saucepan and add the finely chopped onion, the basil and the sliced vegetables. Cook over a moderate heat, adding some stock a little at a time and never allowing the sauce to dry too much. Add the horse meat. Chop the potatoes into fairly small pieces, fry them in plenty of olive oil and then add to the meat sauce. Mix together well, season with salt and continue cooking until ready.
